各中央局、分局、省(市)委，各大军区、省军区、志愿军并转军以上党委，党中央和军委各部委、中央人民政府各党组：

周恩来同志在关于高岗问题的座谈会上的发言提纲，中央政治局三月一日已经批准，兹特发给你们，由中央局、分局、省(市)委书记，党中央各部委的部长和主要负责同志，中央人民政府各党组书记，军委各部门首长和军以上党委书记亲自收存，准备向地委书记和军党委以上干部作口头传达时之用。此外，有关高岗错误事实的若干材料和饶漱石所犯错误的文件，将在以后陆续发出。
