中央转发陕西省委关于当前批捕人犯工作中应注意的几个问题（节录）

从最近反映的批捕人犯工作中看，各地在原计划第一批逮捕的数字中不少拟捕对象的罪证是失实的，如宝鸡专区不能捕和弄不清者约占计划的35%，个别县竟达60%）。其中有些是根本不应该捕的。如有些落后群众不积极卖余粮，买公债，或说了几句怪话；有的因通奸或打过几次扑克。有的虽有一些过失，但也不属于捕办对象；有的是可疑分子，但在关键问题上缺乏材料和证据，尚须查对。… 在将要进入大批逮捕时，唯恐难以按照原定计划完成，有的同志就产生了急于凑数完成任务的错误思想。(pp. 49-50)
