中央关于凡属中央管理的干部在肃反中有政治、历史问题需交群众中进行斗争者均须事先报中央批准的通知

为了慎重地、有分寸地来处理在肃反运动中发现的中央管理的干部的政治问题和历史问题，现特决定：凡属中央管理的干部，在肃反运动中发现是反革命分子或反革命嫌疑分子，需要交到群众中进行斗争者，均须事先报请中央批准（将问题情节、交到群众中进行斗争的理由分别写明）。如果由于时间急促，来不及写书面报告，也应事先用电话报告中央组织部，然后再补作书面报告。
