中共中央关于粮食定产、定购、定销工作中几个问题给陕西省委的批复

陕西省委：

3月24日电悉。其中有两点值得考虑：

（一）省委指出：“因去年丰收，故将1954年的产量作为1955年的计划产量。各地定产时加不加增产部分，可根据去年产量高低情况自行确定。”中央认为，应该根据今年全省农业生产计划，分别不同地区的实际情况，逐级分配指标，使下级党委有所遵循。

（二）“少购少销”的提法是不尽完整的，可能在干部与群众中造成一种不合实际的想法，似乎购销越少越好，甚至可能使某些干部产生离开国家和人民必不可少的需要去孤立地考虑少购少销问题，结果放松粮食的收购，或者不积极地去保证合理的需要。
