各中央局，并转分局，省委，区党委，大中市委：

在大中城市中，在各工厂，各学校，各机关，各里弄（街巷或胡同）建立群众的肃反委员会，有检举控诉和监视反革命分子的权力，但除现行犯外无捕人的权力，各城市均可仿行。下面是华东局在十六个大中城市统一镇反行动的报告，可作各地参考。
