毛泽东转发中央办公厅秘书室关于处理群众来信的报告的批语

各中央局，并转分局，省委，区党委，市委，地委，县委；各大行政区，各省市区，各专区，各县人民政府的党组，并告中央人民政府各部门的党组：

必须重视人民的通信，要给人民来信以恰当的处理，满足群众的正当要求，要把这件事看成是共产党和人民政府加强和人民联系的一种方法，不要采取掉以轻心置之不理的官僚主义的态度。如果人民来信很多，本人处理困难，应设立适当人数的专门机关和专门的人，处理这些信件。如果来信不多，本人或秘书能够处理，则不要另设专人。下面是专门处理人民给我来信的秘书室关于处理今年头三个月信件工作的报告，发给你们参考，我认为这个报告的观点是正确的。
