各中央局，并转分局、各省市区党委；各大军区及志愿军党委：

（一）中央批准华北局十二月十二日关于在华北党政军各部门内统一展开反贪污、反浪费、反官僚主义斗争的报告，认为这个报告是正确的。（二）望各中央局及各省市区党委仿照华北局的办法，统一布置这个斗争。（三）应将华北局这个报告在党内刊物上发表。
