军委转发西北军区党委关于精简节约开展三反斗争的指示的批语

各大军区，并转各级军区，并告志愿军及军委各部门：

兹将西北军区党委十二月十五日关于精简节约反贪污浪费问题向所属发出的指示一件，发给你们参考。这个文件中说：整编工作必须结合反贪污反浪费反官僚主义的斗争去进行。孤立地进行整编工作，整编就会失去应有的意义，整编内容就会残缺不全。只有通过反贪污反浪费反官僚主义的斗争，才能真正做好整编工作。我们认为这个意见是正确的，请你们予以注意。这个文件又规定了许多具体办法，都很好，请你们参酌办理。
