此事因为我过去说时，没有如同在十一月十二日的会议上那样，明确说明此种意见的性质（尚不是决议），传达范围和什么人不要传达，故有些同志在相当范围内传达了。此事不应由他们负责，而应由我负责。罗瑞卿同志因此事请给处分，应无庸议。
