党中央及各级党委对政府、对财经工作、对工业建设的领导责任是：（一）一切主要的和重要的方针、政策、计划都必须统一由党中央规定，制定党的决议，指示，或对各有关机关负责同志及党组的建议予以审查批准；各中央代表机关及各级党委则应坚决保证党中央及中央人民政府一切决议、指示和法令的执行，并于不抵触中央决议、指示和法令的范围内，制定自己的决议或指示，保证中央和上级所给任务的完成。（二）检查党的决议和指示的执行情况。
