这个计划很好。按照铁道兵团的经验，以四十万军队转为工程军和屯垦军是完全可能的，而且在经济上是很合算而有大利的，国家又立即增加四十万工业工人和使用机器的农业工人。应即刻筹办，并请苏联帮助，中财委订购工程和农业的机器，开办工程学校和农业技术学校。
