陈毅、谭政、贺龙、宗逊、高岗、德怀诸同志并告刘澜涛同志及各同志：

根据六十六军的打虎预算及已得成绩，你们的打虎预算均须重做。各级军区和各军打虎预算和打虎成绩不及六十六军的，须说出令人信服的理由，否则其负责人一定有问题，不是思想右倾，或方法不对，就是自己是贪污犯。
