缩短主观主义时间的办法

（1）批判分散主义，实行集体领导。

（2）将各财政、文教、政法部门一个一个列入议程，加以讨论，作出决定，每次都要有简的文件，每年每一部讨论两次。

（3）主要干部亲到现场检查工作。
