刘、周、朱、高、小平、子恢、薄一波、曾山、贾拓夫、彭真、习仲勋、罗瑞卿、胡乔木各同志阅，退安子文。

政府大多数部门的主要缺点是缺乏思想和政治领导，有些部门达到了惊人的程度。这种情况必须改变。中央将在今年对各部逐一加以检讨。请安子文同志领导政府党委抓住几个部门先作检讨。
