（二）中央同时指出，中央人民政府和军委各部门必须尽速召开会议，发动批评和自我批评，深刻揭发领导方面的官僚主义，并规定改正的具体办法。中央认为在很多部门中极端缺乏思想领导和政治领导的状况是完全不能容忍的，这是官僚主义存在和发展的主要原因，因此必须在反对官僚主义的斗争中研究加强思想领导和政治领导的办法。（三）各部门检讨的结果须报告中央。
