中央关于小土地出租者、富农和地主贷款问题给西南局的复电

[西南局，]并告各中央局、分局、省市委：

[一九五三年五月九日人民银行西南区行关于农业贷款问题的报告和西南局的意见阅悉，中央同意西南局的]关于在贷款问题上对待小土地出租者、富农和地主的各项[意见。惟对土地改革后确已从事农业，]并服从政府法令的地主分子，[如其生产确有困难或遇疾病等意外灾害时，]在当地群众同意的条件下，[在农业贷款中，亦可予以适当照顾。]如当地群众反对贷款给地主分子，则不要贷给他们。
