刘、周、朱、陈、高、彭、邓、邓、董老、林老、习、彭真、一波、安子文、陈伯达、胡乔木、杨尚昆各同志：

关于领导责任和领导方法问题——领导的集中或分散的问题，在山东表现得颇严重，在向明这个报告中算是解决了。此问题，不但在山东有，在各地也是有的，在中央也是有的。在过去的中央会议上，我曾几次提出过这个问题。向明的报告请你们一看。中央一月五日的指示附后，请少奇、子恢二同志一阅。
