可以肯定地说，今年捕人的数目应当较去年大大减少，只捕少数非捕不可的人。杀人的数目尤其要少，只杀极少数非杀不可的人。今年三月底中央公安会议的时候，应当根据新的形势，重新拟订一个计划，报告中央审定。
