对于三反，全区正在逐步展开。这是一件大革命工作，我们督促各地务必作好。从运动情况来看，凡属已展开的部门，其猛烈性，起牵涉之多，其震动之大，都超过镇压反革命运动。这个运动的特点，是在若干部门，往往在开始时碰到一部分领导干部的抵抗，其原因不外你所指出的，一为官僚主义，一为自己不干净。我们正加紧督促，不怕震动（已发生公安部四处处长于炳然自杀），不怕首长人员出鬼，充分发动群众揭发。…

只有鼓励和压迫他们反省坦白，带头进行三反，才能减轻自己的错误。…我们当不断用电话督促他们雷厉风行的干。…
