周恩来关于违法工商户的罚退补款应与欠公家之款分别处理的指示(节录)

各地在五反运动中，处理完全违法及严重违法工商户罚退补款时，应注意先将银行贷款，欠贸易公司之加工订货及其他所欠国家的款都清还后，再令其交罚退补款。工商户向银行贷款有押品者，银行有权处理其押品，不能将贷款与押品和罚退补款混同处理，否则即会造成以公家的款抵交罚退补款，从另一个方面会造成国家的损失。
