苏北人民行政公署训令关于逃亡在外地主、富农要求在现住地区分配土地发给证件的问题

查前据海门县人民政府呈为逃亡在外之地主、富农分子要求在现住地区分配土地能否发给证明书一案，本署因上项问题涉及友邻地区关系较大，经转呈奉华东军政委员会本年10月14日东办秘字第0807号指令覆示如下：

一、如系一般逃亡在外的地主或富农分子，现居城镇已谋得职业或从事其他劳动能维持生活者，无庸证明。

二、如现居乡村，能够并愿意从事农业劳动，而有现住地区乡人民政府证明；确在该地落户尚无职业者，可证明其原来身份，及原籍未留土地情况等，由现住地人民政府依据土地情况分给土地。等因，合亟转令遵照并饬属遵照为要。
